Mysterious Pokemon ROM, part four

I opened the information screen for the Togepi. Instead of the normal screen, it was just an animated portrait of the Pokemon. I let out of a soft 'huh?' The portrait was totally normal. There was nothing unsettling or scary... Just an adorable Togepi swaying side to side using a GBA color palette.

I left that screen and continued on to Cerulean City. It was boring until I saw a terrace of some sort. I went up it until the screen faded to black. When it reappeared... It was water? I was dumbfounded. I couldn't check if I could use surf... And then... A Gyarados appeared?

Without my input, the sprite jumped onto Gyarados and rode him across the map. There were patches of lighter water where the buildings were. So... All of this was so bad, they built a wall and entirely flooded a city?

As soon as my thought finished, the Gyarados approached a wall. The sprite jumped off of the Gyarados and turned to walk away. The screen faded and I was suddenly on Route 10. I sighed. I more or less had Rock Tunnel memorized and I knew there wouldn't be any trainers. It was just annoying to keep having to walk through empty areas.

I made my way into Rock Tunnel and... Huh. I could only say huh. The screen had color. The walls were brown and there were lightbulbs glowing yellow. It was in some strange first person perspective with full GBA graphics. I started walking, occasionally turning from side to side to see more of the cave. That's when the sound of footsteps started playing. I spun around and saw something moving. I ran at fast as I could towards it.

That's when a mob of... I didn't know what to call them. They were people, but they were sickly. They looked like Oak did at the beginning of the game, but worse with the better graphics.

'Stay?' I hummed as I read the text a few times to try and put together what was happening. One of the people was asking me to stay.

One of the sprites moved forward. His portrait appeared in the center of the screen. 'No. You're Mizzy?' There was a pause. 'We keep contact using Pokemon with dig. Oak told us about you.'

I groaned. "Then tell me about me!" I laughed when I realized I had said it out loud.

'You're... Jovial.' The portrait was confused. 'You've forgotten. What a gift. I can hold them back for just... A few minutes. You need to run.'

Without my input, the screen became the typical Rock Tunnel after using flash. My sprite started running as fast as it could while disgusting and inhuman noises came from the mob that the person was supposedly holding back. I was a little annoyed I didn't have the option to slow down and get caught, but I also knew that would have been extra effort on my brother's part.

How is Ulpu's bank?

Ulpu has one CV bank available: CV2. It is one pitch and romaji encoded. The otos will need to be redone to get the best result. She has a deeper voice, but her tone is still very cute and friendly.
